Regra 1.
Para determinar se deve usar whoever ou whomever, aqui é a regra:
[glow=lightblue,2,300]him[/glow] + [glow=yellow,2,300]he[/glow] = whoever
[glow=lightblue,2,300]him[/glow] + [glow=lightblue,2,300]him[/glow] = whomever
Exemplo: Give it to whoever/whomever asks for it first.
Give it to [glow=lightblue,2,300]him[/glow]. [glow=yellow,2,300]He[/glow] asks for it first.
Por isso > Give it to whoever asks for it first.
We will hire whoever/whomever you recommend.
We will hire [glow=lightblue,2,300]him[/glow]. You recommend [glow=lightblue,2,300]him[/glow].
[glow=lightblue,2,300]him[/glow] + [glow=lightblue,2,300]him[/glow] = whomever
We will hire whoever/whomever is most qualified.

Quando toda a whoever/whomever cláusula é o sujeito do verbo que se segue a cláusula, procure dentro da cláusula para determinar se deve usar whoever ou whomever.
Exemplo: Whoever is elected will serve a four-year term.
Whoever is elected is the subject of will serve.
Whoever is the subject of is. [Whoever é o SUJEITO]
Whomever you elect will serve a four-year term.
Whomever you elect is the subject of will serve.
Whomever is the object of you elect. [Whomever é o OBJETO]
